The ineligible area of Broome County, New York is described as follows: Beginning at a point on Route 17 on the Broome/Tioga County line, proceed in a northerly direction along the county boundary line to Day Hollow Road. Proceed in an easterly direction on Day Hollow Road to Nanticoke Drive. Proceed in a northerly direction along Nanticoke Drive to Twist Run Road. Proceed on Twist Run Road in an easterly direction to Hillside Terrace Road, thence in a southeasterly direction along Hillside Terrace Road to the intersection of Farm to Market Road. Proceed in a southerly direction along Farm to Market Road to Struble Road, thence in an easterly direction along Struble Road to Robinson Hill Road. Thence in a southeasterly direction along Robinson Hill Road to Oakdale Road, thence southerly along Oakdale Road to Harry L. Drive. Proceed along Harry L. Drive in an easterly direction to Reynolds Road, thence in a northerly direction along Reynolds Road to East Maine Road.

Follow East Maine Road in a southeasterly direction to Lewis Road (Route 72). Proceed easterly on Lewis Road (Route 72) to Route 12. Follow Route 12 in a northerly direction to Prentice Road, thence along Prentice Road in a southeasterly direction to Kattelville Road. Thence north on Kattelville Road to Airport Road, proceeding in an easterly direction along Airport Road to Poplar Hill Road. Follow Poplar Hill Road in a southerly direction to River Road, thence along River Road in a westerly direction to Route12-A. Thence in a southerly direction along Route 12-A to Interstate 88. Follow Interstate 88 in an easterly direction to Depot Hill Road (Port Crane Exit). Follow Depot Hill Road in a southeasterly direction to Nowlan Road, thence in a westerly direction along Nowlan Road to Stratmill Road. Proceed along Stratmill Road in a southly direction to Old State Road, thence along Old State Road in a southwesterly direction to Bevier Street. Follow Bevier Street in a southerly direction to Interstate 81, thence follow Interstate 81 in a southeasterly direction to Haskins Road (5 Mile Point exit). Proceed on Haskins Road (leads into Route 11), thence along Route 11 in a northwesterly direction to a point on the northshore of the Susquehanna River; thence southerly across the bridge to a point directly across on the south shore of the Susquehanna River located on Route 7.

Follow Route 7 in a southerly direction to Terrace Drive, thence southwesterly along Terrace Drive to Woodside Avenue. Proceed on Woodside Avenue in a northwesterly direction to Route 7, thence in a westerly direction on Route 7 to Pierce Creek Road. Follow Pierce Creek Road in a southerly direction to Mill Road, thence in a northwesterly direction along Mill Road to Spaulding Road. Proceed in a southerly direction on Spaulding Road to Morgan Road; thence south along Morgan Road to Carman Road. Follow Carman Road in a westerly direction to Pennsylvania Avenue, thence along Pennsylvania Road in a southerly direction to Peckham Road. Follow Peckham Road in a northwesterly direction to Hawleyton Road, thence southwest along Hawleyton Road to Ingraham Hill Road. Proceed along Ingraham Hill Road in a southwesterly direction to Hogan Road; thence westerly along Hogan Road to Powderhouse Road. Follow Powderhouse Road in a northeasterly direction to Brown Road; thence northerly along Brown Road to Fuller Hollow Road. Proceed in a westerly direction on Fuller Hollow Road to Bunn Hill Road.

Continue westerly on Bunn Hill Road to Foster Road and continue in a westerly direction on Foster Road to Route 26. Proceed along Route 26 in a northerly direction to Main Street; thence in a northerly direction along Main Street to Echo Road. Thence westerly along Echo Road to Ross Hill Road, proceeding on Ross Hill Road in a northerly direction to Old Owego Road. Follow Old Owego Road in a westerly direction to the Broome/Tioga County line; thence north to point of beginning.
